I've seen this work when there's a named sponsor from day one, and I've seen it drift when there isn't, so I'd like to settle that before we agree scope. I'll come back to you on the sponsor by the middle of next week. On the teams, I'd start with the people who handle the oversight questions most often, then widen out once they're getting value. I'd rather make the first phase count than spread it thinly. I'll send you a short list rather than try to explain it over email. The mid-November target looks workable to me for now.
